Sometimes Caterpillars Fall
You find monarch caterpillars on the ground sometimes. They may have fallen from, or gotten knocked off of, the milkweed where they were feeding. But they also may have gone wandering which is common when they molt or especially when they are looking for a good spot to pupate. It's probably best to just leave them where they lie, like this one tucked safely in the sedum. If you find a caterpillar in harm's way--middle of the driveway, busy sidewalk, the like--just pick it up and gently place it on a milkweed leaf.
The water drops on this one's head are from my hose watering.
